Ghost Flood Control Projects Exposed in Northern Luzon: Billions Lost to Corruption

A new corruption controversy has erupted in Northern Luzon after the Commission on Audit (COA) revealed the existence of “ghost” flood control projects that allegedly consumed billions of pesos in public funds between 2023 and 2025.

The projects—supposedly built to protect communities in Ilocos Norte, Ilocos Sur, and La Union from massive flooding—were reported “completed” in official government records. However, on-site inspections by auditors and local residents revealed no structures, no drainage systems, and no construction activity in many of the listed areas.

Lawmakers and Contractors Under Scrutiny

According to COA findings, the projects were funded under the Department of Public Works and Highways (DPWH) regional offices, but the trail of money points to favored private contractors allegedly linked to influential local politicians. Some contractors reportedly received multiple payments for different projects that were never built.

Justice Secretary Crispin Remulla said the Department of Justice is now coordinating with COA and the Ombudsman to determine if criminal charges can be filed.

«“If proven that public officials conspired to fake project completions, they will face prosecution for plunder and falsification of documents,” Remulla warned.»

Public Anger and Demand for Accountability

Residents of affected areas expressed anger on social media, sharing photos of empty lands that were supposed to have dikes, drainage canals, and flood barriers. “Every rainy season, our houses get flooded, yet they said billions were spent for protection,” one farmer in Ilocos Norte said.

Opposition senators condemned the scandal, calling it “another proof of deep-rooted corruption” within public infrastructure programs. They urged President Ferdinand Marcos Jr. to initiate an independent audit, emphasizing that “public funds should serve the people, not political allies.”

Growing Political Tension Before 2025 Elections

Political analysts believe this scandal could influence the upcoming 2025 midterm elections, especially in Northern Luzon where several administration allies are seeking reelection. Transparency groups also warned that unless the issue is resolved, public trust in the Marcos administration could significantly decline.

As investigations continue, the Filipino people are demanding answers — and accountability — for projects that exist only on paper, while floodwaters continue to rise every year.
